73. Hearing of appeal.

(1) (a) If an appeal is not dismissed summarily, a reasonable opportunity of being heard to the parties concerned shall be afforded by the appellate authority.

(2). A copy of memorandum of the appeal shall be provided to the respondent with a view to file proper reply thereto.
